An electric utility shall make Internet energy metering available to qualified purchaser-generators on a first-occur, very first-served foundation until finally the sooner of either: (i) June thirty, 2029; or (ii) the primary date upon which the cumulative producing potential of net metering devices equals 4 percent in the utility's peak demand for
